There are several reasons for this -

• Spreading out the vacant possession dates (when affected occupiers need to leave properties) for residential owners and tenants will reduce the impact on the local rental market.
• Moving residential tenants out before nearby commercial demolitions begin will reduce the impact of works on residential life.
• It will allow affected commercial businesses a reasonable amount of time to find suitable alternative commercial sites.
• In some areas early access to affected properties is required to park large machinery and equipment.
• In some areas it will provide time to develop new car parking ahead of the need to close nearby riverside carparks.
